Before the advent of the Smart Phone ruining the lives of illegal immigrants was easy.  All the Fuerza Publica had to do back then was ask foreigners for documentation during one of Costa Rica’s famous illegal roadside checkpoints. 

In the days before 3G, immigrants had no way of knowing the location of these checkpoints until they were either detained in one or caught on film running over a police officer in one.

It was going great for police until GPS-enabled smartphones became the norm, and then WAZE came along and made things even worse. Waze allows you to search for locations, view real-time traffic updates and get turn-by-turn directions using the fastest possible route, based on Waze’s real-time map data. It also allow users to report the presence of police.

In Waze Immigrants had finally found a long-sought tool for survival which would allow them to take even more jobs while going virtually undetected by police.

Even though authorities are well aware that the app is being used for nefarious purposes, often endangering the lives of the police themselves, there are no current plans to make the Waze application illegal.
